Power Bank Rules on Indian Flights: What You Can Carry and What You Can't Use

If you fly domestically in India with a power bank in your bag — and most of us do — the rules changed in a way a lot of travellers still have not caught up with. It is no longer just about where the power bank goes. It is also about whether you are allowed to switch it on once the doors close, and the answer is no.
The Directorate General of Civil Aviation issued its advisory on 11 November 2025, tightening handling of lithium batteries in the cabin. It followed an in-flight fire on an IndiGo service (flight 6E 2107, Mumbai to Istanbul) on 19 October 2025. The rules apply across scheduled Indian carriers and to foreign airlines operating India routes. Here is what they actually say, and how to work out where your own power bank sits.
Cabin Only — Never Checked Baggage
This is the one rule with no exceptions and no approval process. Lithium-ion power banks are prohibited in checked-in luggage on all Indian carriers, in line with both DGCA rules and the IATA Dangerous Goods Regulations.
The reason is straightforward: if a lithium cell goes into thermal runaway in the cabin, crew can see it, reach it and deal with it. In the cargo hold nobody knows until it is a serious problem. If you are checking a bag, take the power bank out and put it in your hand baggage before you get to the counter — not after, because a bank found in a checked bag at screening will delay you.
The Watt-Hour Limits, and How to Calculate Yours
Airlines measure batteries in watt-hours (Wh), not milliamp-hours (mAh) — which is unhelpful, because every power bank in an Indian shop is marketed in mAh. The conversion is simple:
Wh = (mAh × cell voltage) ÷ 1000
Most power bank cells run at 3.7V, so: a 20,000mAh bank ≈ 74Wh.
Against that formula, the three tiers work out like this:
- Up to 100Wh — carry it in the cabin, no approval needed. At 3.7V this covers everything up to roughly 27,000mAh, which is nearly every consumer power bank sold in India.
- 100Wh to 160Wh — allowed only with prior airline approval, and capped at two units. In practice several carriers now decline these routinely, so do not assume you will get a yes at the gate.
- Above 160Wh — prohibited entirely. No approval available.
One important caveat: the 3.7V figure is a typical value, not a universal one. Many power banks print the actual Wh rating on the casing, usually in small text near the model number. If yours does, use the printed figure rather than your own calculation — that is the number screening staff will look for. Air India applies a stricter line than the general framework and permits only units at or below 100Wh.
How Many You Can Carry
Two spare power banks per passenger is the ceiling across Indian carriers. "Spare" means loose batteries not installed in a device — the battery inside your phone, laptop or camera does not count towards the two.
Terminals matter too. Spare lithium batteries are supposed to be protected against short circuits, which in practice means keeping them in their retail box, a pouch, or a separate compartment where the ports cannot press against keys or coins.
The Rule Most People Get Wrong: No In-Flight Use
This is the change that catches regular flyers out. The DGCA advisory prohibits using a power bank during flight in both directions:
- You cannot charge your phone from a power bank while airborne.
- You cannot recharge the power bank from the aircraft's USB or power outlet.
You can still charge your phone directly from the aircraft's own seat power where it is fitted. The restriction is specifically on the power bank being in an active charging state, because that is when a damaged cell is most likely to fail.
There is a storage rule attached to it as well: power banks should stay in the seat pocket or in a bag at your feet, not in the overhead bin. The logic is visibility — if a battery starts venting, crew need to reach it quickly, and a bag in the overhead locker is the worst place for that.
Should You Still Travel With One?
Yes, with adjusted expectations — but it is worth being honest about the trade-offs rather than pretending nothing has changed.
The case for carrying one: the flight is usually the shortest part of the journey. Airport waits, delays, cab rides and the first few hours at your destination are exactly when you need the backup, and none of that is restricted.
The case against relying on one: if your plan was to land with a full phone because you would top up in the air, that plan no longer works. On a long domestic sector you now arrive on whatever charge you boarded with, minus the flight. The practical answer is to charge fully before boarding and treat the power bank as a post-landing tool.
What to buy if you are shopping: stay comfortably under 100Wh — a 20,000mAh bank at roughly 74Wh is well inside the limit and covers most trips. Buy from a brand that prints the Wh rating on the casing; it saves an argument at screening. And avoid the very largest capacities unless you genuinely need them, because that is where approval requirements and outright bans begin.
